On February 21, 2002, AES Ocean Express LLC ("Ocean Express") filed its application for authorization to construct, maintain and operate its pipeline with the Federal Energy Regulatory Commission ("FERC").
In addition, on October 18, 2002, and on September 9, 2004, Ocean Express filed Amendments to the FERC application that reflect a proposed route variation, as well as construction and design changes for the nearshore portion of Ocean Express’ offshore pipeline (thus, not near the point of import). AES Ocean Express received its FERC Certificate authorizing construction, operation and maintenance of pipeline on January 22, 2004.

A copy of the original Ocean Express' FERC and Amendment applications 1 and 2 are available for public review at the Broward County Library, Business, Law and Government Department, 100 S. Andrews Ave., Ft. Lauderdale, FL 33301.
