Ocean Express has consulted with government agencies in order to obtain all necessary permits in a timely manner. A summary of key project milestones are as follows:

| June 2003 | FERC issued a Draft Environmental Impact Statement (DEIS). A public meeting to receive comments on the DEIS was held in Hollywood, Florida on July 28, 2003. |
| November 2003 | FERC prepared a Final Environmental Impact Statement (FEIS). FERC concludes that approval of the proposed AES Ocean Express project with the appropriate mitigating measures as recommended, would have limited environmental impact. |
| January 2004 | Received FERC Certificate authorizing construction, operation and maintenance of pipeline. |
